HR Labor Employee Relations Specialist

Location: Naval Base Kitsap Keyport - Service Center

Pay Grade: NF-0201-04

BRIEF DESCRIPTION OF DUTIES: This position is located within the Commander, Navy Region Northwest Fleet & Family Readiness Program Service Center Human Resources (HR) Branch, Keyport, WA. Incumbent serves as the Non-appropriated Fund (NAF) Labor and Employee Relations (LER) Specialist and Assistant Management Representative for NAF Human Resource Director. On-site Subject Matter Expert (SME), advises managers, answers, and resolves inquiries in accordance with Commander, Navy Installations Command (CNIC) NAF LER policies and guidelines. Ensures they are in compliance with regulations/union contract. Supports the Region Human Resources Manager, ensuring that employee and labor relations matters within the Region are handled expediently and appropriately in accordance with established policies, regulations and guidelines. Coordinates communication and resolution efforts with both NAF and APF Region Human Resources Offices and Office of General Counsel as it applies to Fleet and Family Readiness Programs. Prepares reports and briefs program and Command leadership on status of labor and employee relations issues. Assists CNIC LER in all aspects of labor relations, consultations, and negotiations.

QUALIFICATION REQUIREMENTS: Knowledge of and the skill in applying a wide range of Human Resources theories, principles, laws, rules, regulations and procedures covering employee and labor relations. Skill in applying fact finding, analytical and problem solving methods and techniques. Knowledge of the procedures governing management representation in third party hearings sufficient to provide expert technical advice. Skill in written and oral communication sufficient to prepare and present findings and recommend and/or carry out special actions. Ability to provide guidance and advice to management on difficult aspects of their negotiated agreement, implementation and application. Effective oral and written communication skills, strong problem-solving ability, exp. w/MS Office applications. Knowledge of NAF organizations desired. EEOE

Conditions of Employment: Must meet Federal Employment suitability requirements and successful completion of background investigation. Must be able to obtain and maintain a Secret Security Clearance. Regular and recurring work performed sitting at a desk and standing while facilitating groups/events/classes.
